Okie... I'm landing in late November and i understand that the PR card will take more than 2 months to come. I'm currently holding on to a Singapore license which I am required to go for a class 5 road testing. In the meantime, can I use my international license for the time being and get a car and drive around first before I go for the driving test.

You can use your Singapore licence for a limited period of time after you arrive you will have to switch it. I think it is 90 days but don't quote me on it.
Pr's don't pay higher insurance but newly insured drivers do pay higher insurance. You will be in this category because Alberta doesn't accept proof of insurance from Singapore.
No your can't renew your IDP at the boarder.

You will need a valid driving licence, proof of address (a bill or mail received in your name, etc.), car insurance & purchase papers for the registration.

New drivers (all) pay higher premium. If you have your insurance record from your current insurance company it may help in reducing the cost (it will not hurt)

I think the International licence is usable for 2 months (not sure) but once you start your licencing process i.e. sit the written exam, and get into the DMV system your International Licence is no longer valid.
