Hello,
I was wondering what the process was to get a Canadian PR / citizenship while not actively working in Canada. Here's my profile:
* Indian, 23 years of age, working in Amazon as a Software Engineer
* Bachelor of Science, from an American university
* Masters of Technology, (WILP) from BITS Pilani [WILP is Work Integrated Learning Program and is a Master's program for working professionals)
* PGP (MBA) from Indian School of Business (ISB) [I will join next year, but would have had this degree by the time I apply]
* I have a blood-relative (my uncle) who lives in Canada and has a PR
* I'm very fluent in English
I was wondering, is it possible for me to get a PR while not working in Canada? My plan is to apply once I am done with my MBA from ISB. I don't know where I'll get a full-time job offer, but most probably it'll be in India. So, I would be working as a Product Manager in some company in India. So can I only get my PR if I quit that job and look for a job in Canada? Or can I continue working in India, while applying for a PR in Canada?

It is possible. You want strong IELTS scores. Having an uncle doesn’t give you CRS points. Where does he live.
I had great TOEFL scores so I am assuming IELTS will be similar. I just did my full evaluation and my CRS is 485. They did ask if I have any living blood relative though and "uncle" was in the options. He lives in Toronto.
So, could I get the PR without a job offer in Canada and continuing to work in India? I do know that once you get the PR, you need to spend 2 years (out of 5) in Canada, but I was hoping if I could get the PR first before making those commitments.

You won't get any points for having an uncle in Canada. You would only get points for having a sibling in Canada.

Thanks! So, is 485 a good CRS score? I read online that there are arbitrary "cut-offs" every few weeks (or "draws", as they call them). I noticed that these cut-offs hover around 460 - 475. So would that mean, that if I do get a 485 in the official evaluation, I am guaranteed to get a PR?
I will be officially applying in May 2022, so I am assuming the whole process will take about a year. Thanks!

You're mixing up two different points systems. You get points for your uncle to meet the 67 point minimum criteria under the FSW point structure to qualify to enter the pool for Express Entry. You get zero points for your uncle under the CRS point system which is what determines your score in the EE pool and whether you will be selected out of the pool for PR. Again, for CRS, you only get points for siblings.
PR is never "guaranteed". If you have a score of 485 then you will be selected out of the pool for PR and be able to apply for PR. However this doesn't "guarantee" PR (your application still has to be assessed, your work experience confirmed, medical, criminality and background check, etc.).
You'll want to get your education evaluated soon. Sometimes Master degrees taken in other countries are not evaluated as that equivalent in Canada. So get ECA done to confirm if you can claim those points.

I don't think the stats are available for the first question. It's not just people lying that can end in refusal. Other refusal factors can include refusals for medical reasons (i.e. medical not passed), issues proving work experience (i.e. insufficient documents, job duties not in letters, etc.), wrong NOC (job code) selected, accidentally failing to declare a past visa refusal, incomplete applications (e.g. not providing a police certificate that covers the right periods, failing to include a mandatory document). The last reason (incomplete applications) is probably the most common of these reasons.
I can't comment on your ECA question. Again, I would recommend that you get your education officially assessed so that you know the answer.
