GEORGE BROWN COLLEGE ADMISSION in post grad WITH IELTS 6.5 but one section 5.5

What are the chances of George Brown College accepting my friends application for post-grad diploma program with his IELTS score being 6.5 but no less than 5.5 as there is a 65$ application fees for it. The requirement posted on the college website is 6.5 with no less than 6.
Currently studying in Niagara College In International business management post grad diploma program.
GPA is 83 and did B.com (H) from Delhi university with aggregate being 70%.

I have the same problem but with VIU they told me They can conditionally accept me. Condition will be that before start the program I have to do an ESL course with them. I am not sure about this yet because I did not get the offer letter from VIU yet. I'm still waiting.
