I just checked the forum for information but couldn't find anything.
One of my friends who applied for PR in August this year got his GCMS notes yesterday.
Now he's a little confused, as he is from a visa exempt country ( Austria ) but his GCMS
notes say
Counterfoil Required: YES
I thought a counterfoil and visa stamping was not necessary for citizens of a visa exempt country?
Or what's the deal with that entry in his GCMS notes?
All I could find was, that CIC changed the counterfoil requirements in 2011 ( http://www.cic.gc.ca/english/resources/manuals/bulletins/2011/ob348a.asp )
which confused me even more, as this shouldn't say 'YES' in this notes then.
Am I right here? Maybe someone from a visa exempt country could shed light on this.

if for visa exempt countries, it says counterfoild required 'yes' all the way until they actuall issue the CoPR.
