Hello,
I am a Canadian citizen and my husband, an Indian citizen, has applied for an Express Entry. Can he claim 15 sibling points from my brother (also a Canadian Citizen)?

No - he cannot.

Your husband would only be able to claim the 15 points for your brother if you were not a Canadian citizen/PR and included as a dependent in his application.
