From what you have posted so far, it doesn't look like she is your common law partner. She just 1 of your 9 roommates. Sharing houses is pretty common for foreign students. She is your girlfriend. And for your PR application, there is no need to fill-in any information about a girlfriend.

If she has a valid visitor visa, she can come over and live with you as common law now and in 1 year, you can either add her to your PR application or if you already landed by then, you can try to sponsor her.
The timing is a bit tricky tho. If you two becomes common law part way before your PR application has completed, you will need to update your application information and it will delay your landing.

2)No, we haven't started my application yet. I am still gathering the information so that we don't get into trouble in the future.

She does have a visitor Visa which is valid till 2018. I don't mind to invite her to live with me for 1 year so that we can prove our common law now. But is it allowed to stay in a foreign country for 1 year on a Visitor visa? Someone told me that the max you should stay is 6 months and 6 months in the home country. (if so, this will be bad for her record in the future PR application)

It's up to 6 months and she could apply for an extension before her 6 months is up to see if they will allow her to stay longer.

Usually couples with the sponsor already being a PR or citizen are likely to get that extension. I am not sure about your case since you are not yet a PR.
 
True word!

This thing is worth a shot though but if she gets denied entry that is bad for us in the future. Stuck in a weird scenario.

One thing which makes sense from your post is that at least CIC will not say much when I Apply for PR and further sponsor her as she was my housemate and not a common law ( unless they need some explanation or so)

Still does anyone know who can help me sail through this problem?
