In the CIC website, they require the funds made payable to "Receiver General for Canada".

But in Buffalo website, they say "Canadian Consulate General".

Are you applying under FSW1 to Sydney, NS? Then it is "receiver general for canada". Remember it cannot be a personal check.

It certainly can be a personal cheque provided you have a Canadian Dollars bank account in Canada.

It has to be a CERTIFIED cheque if it is from a personal account.

"In Canadian funds only, you may pay by certified cheque, bank draft or money order made payable to the “Receiver General for Canada.”
Do not enclose cash. "

Does a money order purchased from a us postal service in international funds (canadian dollars) but converted to US$ acceptable???

No. If you are applying to Sydney, buy a $Can money order from USPS. Otherwise if you are applying through Buffalo, check the website for the exact amount required in US funds, you don't do your own converting.
