I understand that only full time experience is counted. That is not correct. Part-time work experience can also be counted, but it is pro-rated.
But what if a person has full time experience before graduating (Bachelor's degree)? What about it? If it is skilled, it counts.
People working full time while studying (night job) will that be counted or not? Outside of Canada, yes (whether it is full time or part-time, night or day...). However, no work experience in Canada will count if you were a student at the time...
