My friend worked 20 hours part time for 2.5 year and when we converted it to full time it came out to be 1.6 years so he added 1 year of foreign work experience. Is the calculation correct?
20 hours * 52 week/year * 2.5 years/1560 (hours equivalent to full time) = 1.6 years.

Not sure what you mean by "added foreign work experience." You cannot add foreign hours to Canadian hours - foreign and Canadian work experience has to be calculated separately - but that doesn´t seem to be what you did.
But your calculations appear to be roughly correct. You should count the exact number of weeks worked, but it won´t really make a difference. Your friend will get credit for one year of FTE (Canadian?) work , based on what you have shown.

Yes, it is a good thing to add the foreign work experience. Of course that means he will have to provide documentation.

Clear, now : ) . But again, the denominator in the calculation is the WEEK, not the YEAR. To be precise, you need to describe it in terms of the number of weeks worked.
