FSWP documents checklist doubt

Hi guys,
I need help again. I was just checking the APR documents checklist for FSWP program, on the internet. I saw a section: " Official transcripts (applicable only for applicants applying under phd stream)". What does this mean?? Its a FSWP program checklist, so where is "applying under phd stream" coming from?? Or am I interpreting it wrong! Please help clarify this. Thanks a lot
