Dear Forum members,

My younger brother is at a paid fellowship in canada. He joined over there this month. At the same time he is interested to apply for FSW'14 program for his permanent residency. I would like to know whether he can apply for Federal skilled worker program when he has been living in canada on work permit for about a month. The length of his training will be 3 years.
