FSW or student visa with spouse work permit.

Hi all,
My husband should apply for FSW (in category of 4011)??? He has the exp of 1.5 years or student visa with spouse work permit is the good option?
What are the chances in FSW? 4011 stating that they have filled with 86. Are we late?
Or the chances are gone and should go with student visa with my work permit???

4011 is a bit cold NOC you stand a good chance to be in the cap , provided you start asap.
having a PR is much better than having a dependent visa.
