I am confused between FSW and Express Entry. As my IELTS test is on 1st week in Sept 2014 and I sent my documents to WES but haven't received back yet.
I want to know if I apply for FSW after my IELTS result in end of September or 1st week in Oct would that be late or it's ok ??
My all other documents are ready I am only waiting for WES report and IELTS.

Although actual no. of applications till today will be larger than 9, but certainly below 100. You can easily apply under FSW and expect to be counted in, provided of course your application is in right order with all documents etc.
Express Entry is going to be invitation based. That is, you will resgister online, and if selected, you will get an invite to apply.
Another point to consider is that if Express Entry is NOC based, there is no guarantee that 0112 will be included. So its best to proceed now - "a bird in hand is worth two in the bush."
