This account has not seen any incoming or outgoing transactions since I've been in Canada. This is because my expenses were met with funding while studying in Canada. When showing proof of funds as an FSW Inland applicant, does the bank institution need to be in Canada?
I mean, what they want to see is you can easily access the money in Canada. The best way to show that is to have the money in CAD in a Canadian bank account.

No. The POF can be shown from any bank account held in your name, or as a joint account. All that matters is that you meet the minimum POF requirement, the account should be unencumbered, and that you meet the 6 months average balance.
You can even show the bank account held in the name of your spouse who need not be the primary applicant.

As i mentioned in another post, I also have a CAD18,000 here in Canada. From this account my general expenses (rent, food, transportation) are met. I get these funds from my school. Shall I provide details of this account as well as the 21k USD account from back home?

All IRCC wants is that you show the minimum PoF. It can be in one account or a combination of accounts. If you have the required PoF in one account, you need not show other accounts as long as the account meets the 6 months average balance and is unencumbered and held in your name.
You can surely show your Canadian bank Account, it will neither enhance your application's prospects or reduce them.
