FSW - Doubts

Dear Team,

Please help me to understand about my eligibility.
My total work experience is of 5 years. .. In which there is a break of 3 yrs for my higher studies. Is my total experience will be considered as 5 yrs or 3 yrs. Please find the below break up for better understanding:

Completion of secondary school - 2003.
Diploma in mechanical engg - 2003 to 2006.
Worked as junior engineer - 2006 to 2008.
Bachelor of Engineering - 2008 to 2011.
Working as Engineer - 2011 till now.

And also at present I am working in Saudi Arabia from feb 2014. Do I need to get PCC police clearance certificate from this country too?. Since it is a mess here to get those documents.
