I have been working in Toronto (As animator for a Visual Effects company) for 2 Years now, and i know that after 2 years, one can apply for permanent residency under the canadian experience class.
Now i just accepted a job offer from a company in Quebec. (Temporary worker application is in progress)
And i was wondering if i can still apply for Permanent residency once ve settled over to Quebec, or if i have to wait for another 2 years until im eligible again, just because the regulations are different in Quebec?
And here a bonus question: IF i could become a Permanent resident in Quebec. Would i only be allowed to work in Quebec or am i allowed to work anywhere in canada once im a PR?
1) Yes. You can apply for PR. While applying, write Ontario as your intended city of living.
2) Once you have PR, you can work either in Ontario or Quebec wherever you have a job.
But wouldn i have to notify CIC once i settled over to Quebec? (Which is gonna happen this may)

CEC is specific for people who do not intend to reside in Quebec. Once/If you are given PR, you can choose to move anywhere... But for the purpose of the application it is for people who currently and intend to reside out with Quebec.

If you are looking to apply to CEC, the good point, you are eligibile with your 2 years experience. Now this is the trick if the address you are looking to communicate to CIC is a quebec address, you are considered a Quebec Resident. All quebec residents must go through the CSQ first, before they apply later for the Quebec provincial program to become PR.

Hi JSM _0085, I disagree with you. to apply to CSQ past experience counts as well. applicants do not need to work in Quebec prior to be approved for CSQ. past experience will work. 1. A landed PR can work in any province - i.e. they have full mobility once they're a PR.
2. Prior to landing, you are not supposed to have an intent to settling in Quebec applying under the CEC class. You will likely be unable to land IN Quebec.
3. Even if landing in another city, if you're asked to show proof of funds during landing (it happens) - usually with an employment letter - and your employment shows as Quebec, you might also encounter landing issues.
