From a non visa exempt country with only COPR provided

I just got my COPR but my passport does not have the visa,
did the visa office overlook the expired visas on my passport?
is this the new procedure that is currently implemented?
can I still travel and land to Canada with just the COPR?


Note: I am from a non visa exempt country.
My passport that was sent to the visa office contains two expired temporary resident visa.

Please assist and share your experiences.

If you normally need a visitor visa to enter Canada, then you need the counterfoil in your passport. Send the passport with an explanation and the COPR.

Indeed the CIC visa office made a mistake.
They apologized for this inconvenience.
So I sent back my passport as instructed.

Hope it will return urgently as promised.
