Friend's sponsorship application refused

Hi guys,

A friend (Hold valid Canadian PR) of mine has been living in Canada. She (Hold valid Canadian PR) sponsored her husband (Living in India) under the family class sponsorship which was refused recently due to not submitting enough documents on time.
The questions are
1) Can he apply for visitor visa of Canada? What about the chances of approval?
2) Can he apply for work permit visa?

1) Yes - he can apply for a visitor visa. Very low chance of approval.
2) If he has a full time job offer in Canada and his employer has obtained an approved LMIA, then he can apply for a closed work permit tied to that specific employer.
