What is e-Tef and it is valid to get clear for additional points claim for language ability?

Yes - TEF is the French language test that is accepted for FSW. See the following CIC page for more details:

e-TEF is the computer version of the TEF test.
TEF is one of the French proficiency tests (a test to determine your level in French) you can take to prove that you have some proficiency in French to live and work in Quebec.
Note that if you are sitting for the TEF test for Quebec visa application, you only need to take the Listening (Comprehension Orale) and Speaking modules (Expression Orale) and nothing else.
