French Speaking OINP- French as second language

Hi,
I have read in this forum that to be selected for the French OINP, one must put french as first language in his EE profile even if s/he scored higher in english. So I called the Ontario Ministry of Economic Dev. and I was told that it's not the case.

To be sure that there was no misunderstanding, I would like to know if anyone here was nominated for the French stream while French was the second language in his profile.
