Hello everyone,
I'm a French citizen and have been in Canada since a week and love it so much here. I found out that about this special Agreement making it easy for French Citizens to get permanent residency in Quebec, however my problem is that I don't have a college degree yet, but I'm planing on studying and getting my Bachelor's in Montreal.
Would I still qualify for this Agreement ? And how does the Application procedure work? What are the other requirements?

I appreciate everyone's knowledgeable help so much!
