I recently submitted my husbands inland PR spousal application on December 15th. It was returned on January 3rd due to the form IMM0008 and this was the note listed:
IMM 0008 Generic Application Form for Canada: A current, completed and signed Generic
Application Form for Canada (IMM 0008) has not been provided-DEP not listed on IMM0008.
You cant sign this form. It is only fillable online through the portal. So im confused there. Then they asked for the birth certificates of my husbands non accompanying children. Is this the reason why it was returned incomplete? Or am I missing something about signing.

Well all 3 kids were listed for sure with all pertinent info. So I am very confused there. But nowhere did it tell me to include their birth certificates until we got the application returned. I am trying to avoid sending it in again with birth certificates attached and translated only to have it returned again for a signing issue or something.

Did he list the same list of dependents in his pervious visa/permit applications? May be there is some discrepancy in that and in his current IMM 0008?
Other than that, I don't know what can be the issue if all 3 under age kids are already listed in his IMM 0008 form.

Go back to the form you submitted and look at it all over again . Remember you cant leave a section blank . If a section does not apply to you put N/A or Not applicable.

You apparently did not read the checklist properly - it says quite clearly in supporting documents (identity documents etc) section as a separate checkbox "Birth certificates or baptismal certificates for yourself (and all your dependents, if applicable - whether they are accompanying you to Canada or not)." [Yourself in this ection is the principal applicant]
Recommend you go over the ENTIRE checklist imm5533 (part of the application package) VERY carefully, triple check. IRCC does not check your entire package when it finds something missing - they just send it back when they find the first gap. I.e. if you made other mistakes, and don't correct now, IRCC will just send it back again.
