Form 5406e and form 5562

I am a Canadian Citizen sposoring my wife who is a from India.

1. form 5406e mentions " Principal applicant, their spouse and children who are 18 or older have to fill their
own copy of the form"
However, guide IMM 5289 has a section describing all the forms that a sponsor should fill but doesn't list
the form 5406e
Should I still go ahead and fill out this form?

2. I am Living outside of Canada. I work as a project management consultant in Oman and does not have residency of that country. Since I am a consultant I keep travelling to and fro between India and Oman. I spend a duration of three weeks in Oman on each visit. I have a multi entry business visa for Oman. how should I treat my status in Oman? resident of Oman? or am I still resident of Canada?

Please help. Appreciate it..
