Foreign work ex can be in any of the listed NOCs
Yes foreign means any country except Canada
CRS uses it to determine how useful your skills can prove in Canada and their transfer-ability.

Yes, should type 0, A or B
Yes, outside Canada
It means, number of years you worked outside canada having strong/average English ability as per defined criteria of cic in terms of clb. With clb 9 means work experience in noc a,b or 0 with good command in English. You then will be awarded extra points.
