I am asking this for a friend. He is planning to arrange some employment offer from a known connection in Canada. He is actually an IT systems engineer. The jo being offered is some mechanical related job (not mechanical Engineer). And his education is also an IT degree. Would this job offer help him get the work permit as his education doesn't match.
He is trying to go on such a work permit and then find an IT related job and then apply for PR under CEC category.

The job in Canada should be somehow related to either his past job experience or his education. Otherwise IRCC may question why the employer needs to hire him given he has no related work experience / education vs. hiring a Canadian.
