Yes - you can get married in Canada if you have a TRV that allows you to travel to Canada.
Coming to Canada on a vacation will not impact his PR file. We cannot tell you if he qualifies to apply for PR now. He will have to research Canada's immigration programs to see what it takes to qualify.

Hi @scylla ,
My friend's wife serves as a caregiver for her ailing maternal grandmother in India, my friend is currently a Canadian PR holder.
Now will the above statement pertaining to my friend's wife suffice as a strong reason to imply strong ties with her home, this way there is a chance my friend's wife's visitor visa application will not get rejected.
Please suggest whether above mentioned is correct or not

With a Canadian PR husband, stating she is the caregiver for her grandmother may not work.
1. Does the grandmom live with other family members?
2. Has your friend applied for spousal sponsorship? If yes, what is the current processing status?

Also grandmom is a triple cerebral stroke survivor and prefers to stay with friend's wife, as my friend's India address is in Bangalore which has more pleasant weather than grandmom's other residence in Calcutta
