For the form IMM0008 SCHEDULE 6A under self-employed person pr program, I had a TOEFL score of 91 in 2013, but it is 2022. It may be expired. I have had a master's degree and two bachelor's degree and an associate degree in the USA. The school acknowledges and believes in my English proficiency because it was approved by the Master's degree in university. I do not need to give English proficiency anymore to schools after master's degree. Can my graduate certificate of master's degree and two bachelor degree in USA give prove my English ability, and not provide an IELTS test( I do not have an IELTS test before)?

Your degrees do not prove English ability so no. Only a language test like IELTS or CELPIP prove language ability. You do not need language tests for self employment stream.
