As part of the study permit application process, study permit applicants are required to apply to study at a Designated Learning Institution (DLI) that verifies their letter of acceptance. This requirement was established by the Ministerial Instructions that came into force on December 1, 2023. This enhanced verification process aims to protect prospective students from letter of acceptance fraud and will also ensure that study permits are only issued based on genuine letters of acceptance.
The DLI that you listed in your study permit application did not verify your letter of acceptance within the required timelines, following receipt of your application by Immigration, Refugees and Citizenship Canada, as required by the Ministerial Instructions. Therefore, in accordance with the Ministerial Instructions, your application is closed and your processing fees will be refunded as the application will not be processed. Please note that refunds may take between 6 to 8 weeks.

So you need to apply for a new study permit with PAL, funds, tuition paid, justify costs. Given you have studied in Canada and didn’t finish program, it will lower chances of approval. Write a really good SOP.
How long have you been in Canada since you stopped studying? How long did you study full-time? Did you change your status to visitor? The fact that you remained in Canada and it will likely take a long time to get accepted to a new program, hopefully get PAL and then apply for a study permit could raise concerns about what you have been doing in Canada and how you are supporting yourself.

So you want to do the exam online so you want to be outside Canada because you cannot study in Canada. If you got a refusal letter today then you stop studying all courses today, and cannot take any exam.s
