For Indian Educated people who generated a WES a/c No. before 1st of Dec 2018

Hello,
Can anyone tell me if an Indian applicant has generated a WES reference number before the 1st of December 2018, but didn't paid the WES fee. Then is the old rule still applicable?
For me I had got my reference number on 9th of November. So Do I have to ask my university to send the transcripts directly to WES, or I can still receive it from my university & send to WES?

We both are in same boat. I had generated WES Reference Number in June 2018 but unfortunately, I paid fees in Jan 2019 as I was waiting for university sealed documents (i.e. transcripts etc...)

Now, I've asked WES about the rule change & their response is, I need to send docs to WES as the reference number is before Dec 01, 2018.

But still my agent is saying that WES will delay your process although we've old reference number...

So, I'm confused about how to deal with it.
