thank you for reply but just today I heard from lawyer that if you are travelling by land only for flag polling with valid study/work permit they will allow me to enter without visa as my permit is still valid. He explained that they know that you just left canada with that US refusal letter.
Although I am confused so will call CIC for cofirmation.
I have to do it for PGWP as I have study permit till 15 of sept and my course completed in august. I will have completion letter by 10 sept so very short time for me.
How to Apply for the Post-Graduation Work Permit You can apply for a post graduation work permit, Online OR At a Port of Entry (Terrestrial/Land Border* or Airport)
*Canada/US terrestrial border (Lacolle/Champlain, St. Armand/Phillipsburg, or Stanstead)
Applying At a Port of Entry:
To be eligible to apply at the border, you must be TRV-exempt*
*Even if you were required to have a TRV/Entry Visa to enter Canada, you are TRV-exempt if you are traveling onlyto the US and back with a valid Study Permit or Work Permit - see IRPA Section 190 (3) (f)). Please note, however, that not all agents are familiar with this exception and may require you to apply online once you're in Canada. This is why we recommend that foreign nationals who require a TRV because of their nationality apply only at the US/Canada Land Border - Lacolle/Champlain . All other nationalities that do not require a TRV can apply at any Port of Entry.
Please bring the following documents:
1. Valid Passport (The PGWP can not be granted past the validity of your passport. If your PGWP was granted for a shorted period of time than you were eligible for - because your passport was expiring - you will need to apply for a new work permit and pay the fees again, once you have obtained your new passport. You should include a letter of explanation stating that your PGWP expire prematurely because of the expiry date of your previous passport)
2. Valid Study Permit
3. Letter from Minerva or Service Point confirming that you have completed all the requirements of your program of study
4. Official Transcripts in a sealed envelope showing final grades/results (border officials occasionally request these).
4. $155 + new $100 fee (as of Feb. 21, 2015) = $255 (payable by cash, credit card or Canadian debit)
Optional documents: Immigration officers occasionally ask students whether they have enough money to pay for their living costs while looking for work. It is recommended to have a copy of your latest bank statement or any other document proving that you have sufficient funds to pay your rent while looking for work (there is no specific amount required by Immigration Canada)

How does this flag poling actually works ? For instance, I don't have a US visa. Moreover, many people are speaking of the PGWP getting rejected. What are your views on it ?

I get my PGWP via flag polling last year but nowadays its highly not recommended to flagpole for no reason, technically you can do it without US or canadian visa if you have valid stidy permit canadian officers will take you in again. But border officers are nowadays so frustrated because they are not there for immigration process only, when there is a single issue you might put in trouble or even they can refuse for no reason at all. Many of my friends last month got rejected for no reason and now they are worried that what could be next result while they will again apply online. I will say please dont choose flagpolling nowadays and apply online if you are not in hurry. thats the safest way.

Yes, I am aware of how strict the process has become now. Just that I keep hearing students successfully getting their work permit instantly than waiting for 58 days while applying online. So am confused as to which option is better.

If I am in your situation now then I would not go bro as incase if they are rejecting for any reason at border it might affect even if applying online afterwards. Applying online will give you 1-2 month window to find NOC O A B job for your PR. And however you can start working fulltime as you apply for workpermit and you are on implied status. Choice is yours but please choose wisely.
I recommend people whose study permit is about expired to apply PGWP at border, I succeeded to get three years PGWP at rainbow bridge border recently, the staff there was very nice provided You must bring along all documents, official graduation letter and official transcript in sealed envelope, more than three years valid passport and still valid study permit. By the way, they only do flagpole on Tue, Wed and Thur, Good luck to all
