Flag poling - cost of work permit

We just received our positive lmia. Since we are from a visa exempt country we're going to flagpole at Niagara Falls. What do we have to pay to the customs for the work permit?

155 CAD per work permit. An extra 100 CAD fee per open work permit.

How do you do the flag pole for a work permit?

You just provide the forms, Offer ID number, pay them the $155 there, and explain your case?

I dont have to pay on CIC website and bring the receipt?
