First Year Marksheet not accepted

I have done my Bachelors from Pune University. However the first year is conducted by college.
I sent my first year transcripts from college and the rest two years from pune University to WES and they have now rejected it.
As per the status the marksheet should be sent by the university which they have completely declined to.

I'm stuck with my process, has someone faced a similar issue and could probably advice further?
