Description of question: The primary applicant is currently on work permit in Canada but was in India when received PR approval email. The PRIMARY APPLICANT hasn’t received a COPR yet as he/she is not back in Canada yet. The primary applicant can request COPR only after landing in Canada. However, the dependent spouse (in India) got immigration stamp (expiring within one month). Given the recent lags in processing time, it may take while for primary applicant to get COPR. In such case, what are the options for the dependent (with immigration visa stamp expiring soon)? Given that immigration visa stamp of dependent is expiring soon, Can dependent spouse land in Canada without COPR of primary applicant? Or Can the dependent spouse land in Canada together when primary applicant is traveling back? In this case, primary applicant is traveling on work permit and dependent with immigrant visa stamp is traveling with primary applicant.

The big issue is you needed to advise IRCC if you were out of the country. Your dependent can only land as a pr at the same time as you land as a PR or after you land as a PR. Have you advised IRCC that you aren’t in Canada when they contacted you about a virtual landing? When are you scheduled to travel back to Canada and how long have you been out of Canada?
