First time applying for study permit, need explanation letter?

As stated in the title, i am a Turkish citizen and i was wondering if writing a letter of explanation is necessary for the first time that i apply for anything in Canada. I am applying for a study permit in project management for 1 year.

Yes, it goes with the additional docs like IELTS results, travel history, police clearnce letter and ctr.
