Dear members,

I need your professional opinion regarding the meaning of the following sentence,


  • Applied for Permanent Residence to an office in Canada and was determined to be eligible for Permanent Resident status (first stage approval) .
I called the CIC the other day and asked them about First stage approval meaning, they told me that means you passed the Eligibility requirements

can anybody help me with ( to an office in Canada ) meaning.
