You can land in Montreal and that will be your POE.

so there is no issue with it? immigration officer will not create any issue as my COPR city is different (especially in Qubece). Could you please confirm?
My consultan advised me to change the itinery as Qubece immigration will not let me enter and can denied entry..is that true?

No, Montreal is in Canada and the airport is federally operated. Montreal’s immigration area is the biggest in the country. Nothing to do with Quebec Immigration.

I don’t have the number, you will have to look it up and most likely, you have to be within Canada. There is no customer care number just a general number. If you are so uneasy, then have your POE as Toronto and change your flights. But you don’t have to. Montreal is in Canada and the airport is federal not run by the Quebec government.

Montreal is a POE. You go through immigration there and then connect on to your other flights. I have given you the link that states YUL is POE. You can try and find a number and call to confirm.
