My husband lives in Finland and he is planning to move to Ontario soon.
I would like to know if his Finnish driving license can be converted to a Canadian one? If so what are the steps and what type of documents he needs to bring with him from Finland.

1. As a PR? If so, he can't exchange his Finnish Licence. See: http://www.ontario.ca/driving-and-roads/exchange-foreign-drivers-licence He will need to bring proof of the no. of years he has held a DL so he doesn't have to start all over again.
He needs to get a driving abstract in English, that's a letter with his driving history, how long he's been driving. I suppose he might get it from the police? I am sure he can ask around there in Finnland. Apart from that, he needs his license translated to English by a certified translator. The letter may not be older than 3 months when he presents it in Ontario.
If he has more than 2 yrs. driving experience, he can take the written + G2 road test and get a full license right away. If he fails the G2 road test, he would have the option of taking the G1 road test to get a G2 license.
If he has 1-2 yrs. driving experience, he can take the written + G1 road test and get a G2 license.
