Hi,
I am applying to sponsor my parents, my wife is co-signer on this application.
My wife was in Maternity Leave most of the 2012 year (March to December).
My question it is about - Financial Evaluation For Parents And Grandparents Sponsorship (IMM5768E) - Question # 19(e) "Amounts paid to you under the
Employment Insurance Act, other than special benefits. "
Do we have to put the amount received from EIA on that line? 19(e)
Because she received approx 20.000 CAD from Maternity Leave and they are deducting those amount from the Total (Question 19(h)), without those money we are not meeting the minimum necessary income.

I was on mat leave as well and will not qualify if it weren't for my husband's (co-signer) income. Luckily the combined income is sufficient.
I excluded EI paid on mat leave and UCC benefits to calculate the eligible income threshold. Hope this helps.
Since you are in the process of applying. Your thoughts on the points below are much appreciated....
According to the documents check list is it required to submit the parent's original marriage certificate? All other docs they clearly state "copy of" or "photocopy" but for the Notice of Assessment and parent's marriage certificate they do not. Does this mean originals only?
In the financial evaluation form which amount do you include in Question 8 (Minimum necessary income) and Question 9 (Total Income available to sponsor)...is it only the amount for Year 1 (2012) or the sum of Year 1 + Year 2 + Year 3? This is not clear in the form.
Are you having issues with electronically filling out Question 9 (Total Income available to sponsor) in the form? For some reason its not letting me input the amount electronically. I can hand write it in, but then I cant validate and generate the bar code.

EI payments do not count towards your income for qualification. So unfortunately you have to subtract that amount from mat leave, so do not qualify to sponsor parents.
If you qualify in 2013, 2014 and 2015, the perhaps you can hope to sponsor parents in 2016 (if rules stay the same).

Actually I would get someone else to also confirm this.
Note it says
"Amounts paid to you under the Employment Insurance Act, other than special benefits. "
And if you go to the definition of "special benefits" it talks about pregnancy related EI payments.

So after reading this, i'm actually not quite sure about mat leave EI payments, or if they can actually count towards income.
Maternity EI is considered a special benefit, so you do not have to include it in question 19(e).

That link is for self-employed people. Is it the same definition for regularly employed?
That would be good news though for people getting mat leave EI benefits. Would be nice if CIC did a better job explaining it on the forms!

Regular benefits are separated out. Maternity benefits are lumped with special benefits (care for critical ill child etc). This is applicable to both self employed and employed.
It makes sense to separate the two as being on mat leave does not equal being unemployed. You are still employed while being on mat leave.

Yes, it is still the same. That was the only link I could find at the time that actually explained it.

After confirming with CIC call centre supervisor, below are the answers to the queries on this forum.
1. Maternity leave benefits are to be included in income. Since the pregnancy is categorized under special benefits in employment insurance act.
2. For minimum income, use the year 2012.
The above answers have been confirmed after engaging the floor supervisor twice .
