Final desicion of pnp application is taken by cio ns or ottawa??

File sent-28 june 2014 ,file recieved-29 june2014..got file number and medical on 26 august2014.rprf request on 1april 2015 and got my file in process on 4 april.i got rprf request from cio novascotia..all friends who applied in june got rprf from ottawa and got their passport requests..just wondering if my file has to be transfered to ottawa yet or it will be procesed in ns?and how does it normally takes to process files in ns??
