what is your application category?are you applying inland spouse sponsorship?
family or spouse sponsorship, the step 1 is for the sponsor and after that stage 2 for the applicants evaluation and final desicion, they're going to process it inside Canada or if there's need for interview they will pass it in your local immigration office and if there's dependants overseas the documents of the dependant will forward here in Canada too then they will make desicion.then you will land in the local immigration where you live.
