I am currently very confused with what my student visa profile is saying. It has been almost 3 weeks since a final decision has been made but I am yet to know what it is. My review of eligibility states that my application is still in progress. does this mean my review of eligibility hasn't been conducted and a final decision has been made ?. here is what my profile states

Application status: A final decision has been made. Please see the final decision below
Review of eligibility: Your application is in progress. We will send you a message when we start reviewing your eligibility.
Review of medical results: You passed the medical exam.
Review of additional documents: The additional documents you provided are being reviewed.
Interview: You do not need an interview. We will send you a message if this changes.
Biometrics: We do not need your fingerprints. We will send you a message if this changes.
Background check: Your background check was completed.
Final decision: blank
