hi,
I have done 4 years of Bachelors & 2 years of Masters from India. The WES people have considered the for 4years as Bachelors but my masters degree is considered 1 year of post graduate diploma. Can i select this option- "Two or more certificates, diplomas, or degrees. One must be for a program of three or more years" ?

Yes, it will be treated as "Two or more certificates, diplomas or degrees. One must be for a program of three or more years"

It means your bachelors degree course - which is either a 3 years course (BA, BComm., BSc, etc.) or 4 years (BE, BTech, etc.) or 5 years (MBBS, BDS, etc.)

1. I HAD SUBMITTED AN EXPRESS ENTRY PROFILE BUT IT WAS FOUND NOT ELIGIBLE. ON CHECKING I FOUND THAT THE NOC CODES THAT I ENTERED AT THE STARTING ON WHICH THE ELIGIBLTY WAS BASED WAS DIFFERENT THEN WHAT I MENTIONED IN MY CURRENT JOB OPTION. IS THIS THE REASON FOR THE PROFILE GETTING NOT ELIGIBLE?
2. I HAVE CREATED A NEW PROFILE AS I AM NOT ABLE TO CHANGE IN THE PRESENT ON. THER THEY HAVE ASKED WHETHER I HAVE APPLIED FOR IMMIGRATION EARLIER ? SHOULD I SAY YES AS I HAVE ALREADY SUBMITTED ONE PROFILE?

Firstly, don't type your question in Capital letters. It's irritating to read.
NOC code depends on the matching of your job duties about 60 to 70% with the job duties of a particular NOC code. Your job designation does not matter. For every job in the past as well as for present, you need to find NOC code for each of them.
You need to select only 1 NOC code in which you intend to work in Canada. For this primary NOC code, you need to have atleast 1 years' work exp.
You need to answer "No" to that question. Submitting EE profile is not the same as submitting a PR application to IRCC.
