Yes, but they would be 2 separate applications.

Yours he can do anytime as a regular spousal sponsorship.

His mom he will only be able to do during the first few weeks of January 2015 when the parents program re-opens, and then closes when the 5000 cap is reached. For this he would also need to show income from 2011, 2012 and 2013 meeting the LICO amount for parents/family size.
