filipino nurse wants to apply as an immigrant

I want to apply as an immigrant to Canada. I live here in Riyadh City working in a military hospital. They have a Canadian Embassy here in Riyadh City. Is it better to apply here or better in Manila because my friend said the processing there is faster. I dont know what to do first since I have not taken IELTS. Anybody got an experience applying here?

1. The quota for registered nurses is closed, the new list will be published July/01/11
2. You will require IELTs to apply if RNS are on the new list.
3. If you have been admitted to Saudi for a year, you can select either London or Manila as the processing office.. London processes FSW for residents of Saudi. Note all FSW applications go to Sydney CIO first.
