Recently, I've contacted CIO Sydney, Nova Scotia via email to inform them on an error on my login name in ecas. So, they came back with a reply informing me that my file has been transferred to the Case Processing Pilot Ottawa (CPPO) and I should contact them instead.
Does anyone know why is my file being transferred to Ottawa since I've submitted my application to Sydney, Nova Scotia?

Yes, we submit our federal application (PR application) to CIO in Sydney, Nova Scotia. They will scrutinize our application and let us know AOR and then transfer our file to any visa office. Your application will be processed further at that particular visa office. However, now a days Sydney, Nova Scotia itself processing some applications at their office itself. I am not sure what's the basis for that.
My file was initially processed by Sydney, Nova Scotia. They send me AOR, medical request and RCMP request. Also, they confirm receipt of my other police certificates and medical results received. But now they transferred my file to Ottawa.
Does it mean they have finalize checking all my documents and I'm in the final stage of PPR? Any clue?

Yes, CIO in Sydney, Nova Scotia provides you the ARO and MR. After that the file will be transferred to the visa offices. and yes, they checked all your documents. The application is COMPLETE and that's why they assigned your file number (AOR). Don't worry, you are on the track. All the best.
