File Stuck in Mississauga

My Application was linked to online account on 9th March and received request for medical after 5 days and never received Request for Schedule A form and PCC till now. As in the sponsorship approval mail it was mentioned that i will be requested for submitting Schedule A only, there was no mention of PCC.I send CIC an email that i have not received any said request for Schedule A and they replied to submit the said documents through web form as request was send before we link our application online that why we have not received any request,again there was no mention of PCC in it and i submitted only Schedule A. 3 months have passed and i have not received any request for PCC.i just received an email on 5 july that they have recieved my document but still no request for PCC.Can any body tell me is it necessary for CIC to have PCC for sending my email to VO? Can anybody suggest me whats going on with my file as its 4 months since i have submitted my app with Mississauga and its not transfered to VO?

My file was received to CIC Mississauga on 22nd March 2017. Sponsorship Approval on 21st April 2017. Medical Submitted on 27th April 2017. Supplementary Travel Form submitted on 25th May 2017. PCC upfront. On ECAS it is still saying APPLICATION received. My file is still in Mississauga. Can anybody help me, why my file is still in Mississauga even everything is provided and when it will transferred to London Visa Office?
