File closed without intimation in the middle of adding spouse to visa

I was in the process of adding my spouse to the my visa.
I had been submitting the documents on email as informed by the immigration office and also received there auto confirmation.
However the office didnt respond for a long time and upon repeated requests , said they didnt receive the documents.
After mailing the documents a few times more they finally acknowledged it but said the file is closed now and cannot be re opened and have asked to reapply if still interested.
Is there a way to resolve this???
Please advice.
