hi!

I am an Indian citizen currently living in Norway on work permit. I have been granted a COPR and I must land before November 1, 2018.

I am planning to land in October and complete the whole procedure.

Now, I met my girlfriend, who is a Pakistani citizen (non-muslim) while we were both studying in the US and we have been in a long distance relationship for the past 2 years occasionally meeting up while we travel.

I plan to move to Canada by the end of next year and trying to find out whats the best way to move forward in terms of marriage. Since I currently live in Norway, I am planning to apply for her fiance visa for Norway and get her here and get married since marrying a Pakistani citizen in India is an extremely lengthy process.

So, this marriage will definitely happen after I land because the fiance visa for Norway takes about 4-5 months to process.

Assuming that everything goes well and we get married in Norway, can I add her to my PR while we both live here? She has already applied for her PR but her points are a bit low and she is still in the pool.

I read someplace online that the processing time for Pakistani nationals is 31 months. Is that really true?

What would be the best way to move forward with this. I am quite confused.
 
Note there are multiple threads in the Express Entry section of the forum discussing this situation. That's the best place to go on this forum for answers to this specific question.

No - you cannot add her to your PR application while you both live in Norway. You can only add her to your PR application BEFORE you land in Canada and become a PR. It's too late after you land.

To sponsor her for PR after you have landed, you will need to start by relocating to Canada and living in Canada. As a PR, you can only sponsor a spouse while living in Canada. If she is able to obtain a TRV to visit Canada, you can sponsor her using the inland (within Canada) route. If not, you will have to sponsor her outland - meaning she will have to remain outside of Canada while you live in Canada and wait for the PR application to be processed. It can be difficult to obtain an approved TRV when you have a Canadian spouse since IRCC knows they likely have plans to remain in Canada long term and aren't genuine tourists.

Processing time will be approximately 12 months.
