I'm applying for Fall 2014 under university category for University of Ottawa.
Is the tuition fees necessary for visa? I know its strongly recommended but I can't pay the fees before June 25 so I am thinking of going for the visa without it. So, is the success rate really low for visa?
Should I go ahead or wait till June 25?
P.S. I'm applying from India.
You have to proof that you have sufficient funds for your stay and tution fee.
Means: 10.000$ + tution fee for one year.
If you can't proof this, ur visa might be refused

Yes, first apply for visa and then pay the tution fee afterwards.
Nobody can tell you if it will be approved or rejected. There are several reasons than only the proof of funds to get rejected. (f. exp: Travel history, lack auf authenticiy)
