thank you for your response . my second question was: I am currently in canada under the federal skilled worker category. It has been two and a half years and I would like to leave canada for personal reasons. What are the legal guidelines around this?

When you are staying in canada for two and half years, then you can leave without assigning any reason but to maintain PR obligation you must return to canada before your PR card expire.To maintain PR status or to renew your PR for next 5 years you must stay in canada 2 out of 5 years and in your case you have already complete the required period.
